Financial Investigations and Asset Recovery Training in Liberia (June 2010)
During the period of 14 to 18 June 2010, experts of the International Centre for Asset Recovery (ICAR) carried out the second interactive financial investigations/asset recovery training programme in Monrovia, Liberia. The aim of the programme was to enhance the capacity of Liberia’s key anti-corruption agencies to analyze, investigate and prosecute international bribery cases. Eighteen investigators of all relevant law enforcement agencies of the country, of whom six were trained to be become trainers in turn, attended the programme.
The core component of the training programme consisted of a practical exercise where the participants had to investigate a simulated corruption case involving both money laundering and asset recovery elements. In order to be able to complete the exercise participants had to follow different leads and collect relevant pieces of information and/or evidence. All formal lectures given during the training programme served as a basis for the practical exercise, e.g. the participants were taught how to create and maintain an inventory for keeping track of and easily retrieve the documents that they receive during the investigation process.
This second training programme followed a first which was held in Liberia from 26 to 30 April 2010.
The training programme was funded by the US Department of State.
