UNCAC Self-Assessments / Gap Analyses (Bhutan, Laos and Mongolia, 2010)
Experts of the International Centre for Asset Recovery (ICAR) and the Centre for Governance and Anti-Corruption are currently working on assessments of UNCAC implementation in Bhutan, Laos and Mongolia in cooperation with the UNDP Regional Center in Bangkok. Experts have drafted a guidance note which will provide a methodological basis for these and future assessments. UNCAC Self-Assessments / Gap Analyses aim to:
- Encourage a participatory and nationally driven process towards anti-corruption reform, by assessing the capacities of national anti-corruption systems, laws and institutions (de jure and de facto), and identifying possible reforms to address capacity gaps; and
- Support and contribute to the UNCAC Review Mechanism.
The assessment process in Bhutan has been launched in February 2010 and the Anti-Corruption Commission of Bhutan has already developed a draft UNCAC Self-Assessment Report. Experts of both centers of the Basel Institute will travel to Bhutan for an on-site visit in May 2010. They will conduct targeted interviews and focus group discussions to support the on-going process with advice and assistance based on international good practices.
The assessment process in Mongolia has been launched in March 2010 with a stakeholder workshop. Experts of both centers of the Basel Institute continue to support the establishment of a steering committee and a team of technical experts that will develop a draft UNCAC Self-Assessment Report.
The assessment process in Laos is currently in a preparatory phase and will be launched later this year.
