Capacity Building Training Programme in Tbilisi, Georgia (March 2010)

Based on its findings during a scoping mission held in Tbilisi at the end of September 2009, experts for the International Centre for Asset Recovery (ICAR) developed and conducted an interactive asset tracing/asset recovery training programme in Georgia during the period 18 to 27 March 2010.  The aim of the programme was to enhance the capacity of Georgia’s key law enforcement agencies to analyse, investigate and prosecute international bribery cases, including the effective use of Information Technology (IT) components.  The programme was attended by investigators, prosecutors and representatives of the Financial Monitoring Service and the Financial Police.

Georgia was the first ICAR training intervention to include a two-day IT training session prior to the main training.  The IT training covered certain topics relevant to the main training in greater depth (Excel) and introduced new topics (the graph tool, yEd, scanning and OCR, database/internet research, informal communication (AREN)) which were enthusiastically received and ultimately used by the participants throughout the main training.

The heart of the main training was a practical exercise during which the participants investigate a simulated corruption case.  It also involves money laundering and the tracing/recovery of assets, following leads and collecting relevant information and/or evidence. All formal lectures given during the training serve as a basis for the practical exercise, e.g. the participants learn how to create and maintain an inventory to keep track of and easily retrieve the documents they receive during the investigation.

The programme was fully funded by ICAR.
