EU Anti-Fraud Office (OLAF) supports Anti-Corruption Training

The Head of Operations for the European Union Anti-Fraud Office (OLAF), Mr. Jean–Louis RIODA, together with an expert from the International Centre for Asset Recovery at the Basel Institute on Governance, Mr Alan BACARESE, gave anti-corruption training to 15 Palestinian public prosecutors and 11 judges during separate training sessions. The training covered international standards in investigation, ‘red flag’ indicators for corruption cases and follow-up measures, such as asset recovery and confiscation of items.

Two two-day workshops were held at the Palestinian Judicial Institute, Ramallah, which formed part of a larger anti-corruption and money laundering training programme that EUPOL COPPS is running to enhance the capacity of the judiciary and the prosecution to deal with these types of criminal cases.

During the first day’s training session Mr. RIODA and Mr. BACARESE provided investigation and asset recovery training. During the second day’s training session Palestinian expert, Judge Azmi TANGEER, a High Court judge, lectured on court procedures in the light of the new anti-corruption law, evaluation of evidence, and legal and factual challenges and arguments.

During their visit, the two European experts were received by EUPOL COPPS’ Head of Mission, Commissioner Henrik MALMQUIST, and it is foreseen that the specialized training will form the first step towards further cooperation between EUPOL COPPS, OLAF, and the different Palestinian judicial institutions.

Both the judges and the public prosecutors who participated in this specialized training expressed their highest satisfaction about it.
